I assume you want to lower your tailgate with the trailer hooked up? If that's the case, I don't recommend a hitch extension as they reduce capacity and add another failure point. That said, what you can do is switch to a longer weight distribution system shank which will give you clearance for the tailgate and it won't reduce capacity or create more failure points.
